Ballard has a wonderful Scandinavian fishing and maritime history — the Ballard Avenue corridor near the locks is a designated City and National Landmark District, four blocks of brick and masonry buildings dating to 1890–1930 that replaced the original wood-frame storefronts. That designation covers Ballard Avenue's commercial buildings specifically, not the residential streets around it, so it's worth knowing about but doesn't change the permit picture for most homeowner projects here.

Structural deck and fence work needs a permit, typically 3–5 business days for standard approval, longer if a project needs engineer review. Ballard's narrow lots and tight side-yard access commonly add 10–15% to project cost simply from material handling and staging — it's worth pricing in from the start rather than finding out mid-project. If your project is actually on the Ballard Avenue corridor itself, exterior changes go through the Landmark District Board rather than standard review; for the surrounding residential streets, standard Seattle permitting applies.
